# Jersey watchdog launches full review of 2025 public spending

**In brief:** Jersey’s Public Accounts Committee has launched a review into whether public money was spent effectively during 2025. The committee will scrutinise actual spending against the Government Plan, examine accountability reporting, and check whether previous audit recommendations have been followed up.

## Watchdog Turns Its Eye on 2025 Spending

Jersey’s spending watchdog is sharpening its pencils. The Public Accounts Committee has announced a formal review into the States’ annual accounts for 2025, with a particular focus on whether taxpayers’ money actually delivered what the Government promised it would, Bailiwick Express reports.

The review will compare actual expenditure against the 2025 to 2028 Government Plan, examining the extent to which spending contributed to achieving ministerial objectives. In other words, did the money go where it was supposed to, and did it do what was claimed on the tin?

PAC Chair Deputy Karen Wilson set out the committee’s stall clearly: “The Annual Report and Accounts is one of the most important documents produced by government as it provides Islanders with an overview of how public money has been managed and what has been delivered in return.” She added that the committee would examine “whether public funds have been spent effectively, transparently and in line with the objectives set out by the government in 2025.”

## What the Review Will Cover

The scope of the review is broad. The PAC will look at:

- How actual spending compared with the Government Plan

- The transparency, accessibility and timeliness of the annual accounts

- The Accountability Report, including how the government reported and managed risks

- Remuneration, exit payments and redundancy costs

- Whether recommendations from previous PAC reports, external auditors and the Comptroller and Auditor General have been acted upon

That last point is particularly worth noting. Recommendations from auditors and oversight bodies have a habit, in governments everywhere, of being acknowledged warmly and then quietly filed away. The PAC’s decision to check whether its own previous recommendations have been implemented suggests the committee is in no mood to be ignored.

To gather evidence, the committee will call on the Treasurer of the States, the Government Chief Executive and departmental accountable officers. These are the people who sign off on how public money is spent, and they will now be required to explain themselves in some detail.

## Why This Matters for Jersey Residents

For islanders, this kind of scrutiny is exactly what a functioning democracy should look like. The Government of Jersey spends public money on a significant scale, and the question of whether that spending achieves its stated aims is not a dry accounting exercise. It has direct consequences for the quality of public services, the burden on taxpayers and the credibility of government planning.

The review will also assess how clearly the annual accounts communicate the government’s performance to ordinary islanders. Financial reporting that is opaque, delayed or buried in jargon is, in effect, a barrier to accountability. Deputy Wilson’s emphasis on transparency and accessibility suggests the committee is alive to this problem.

The PAC is a cross-party scrutiny body, and its work represents one of the more robust checks on executive spending available within Jersey’s constitutional arrangements. Whether its findings lead to meaningful change will, as ever, depend on the willingness of ministers and officials to take the conclusions seriously rather than treat the process as a box-ticking exercise.

## The NSFW Perspective

There is something quietly reassuring about a committee that not only asks whether the money was spent, but whether it actually achieved anything. In an era when governments worldwide have elevated the announcement of spending to an art form, the rather more awkward question of outcomes tends to get less airtime. Jersey is no exception to that rule.

The inclusion of exit payments and redundancy costs in the review’s scope is a detail worth watching. Public sector restructuring has a way of generating eye-catching figures in that particular column, and islanders will no doubt be curious to see what 2025 produced.

Deputy Wilson and her colleagues deserve credit for the breadth of their ambition here. The proof, of course, will be in the findings, and more importantly in what happens after they are published. Scrutiny without consequence is just paperwork with better grammar.
