# Dandara cuts homes and adds EV hub in revised assisted-living scheme

**In brief:** Dandara has resubmitted revised plans for a 56-dwelling supported living development on field H1219, near Haute Vallée School. The revised scheme reduces the number of homes, addresses heritage concerns and introduces a shared electric vehicle hub, described as a first for Jersey.

## What Is Being Proposed?

The Jersey Evening Post reports that Dandara has submitted revised plans for an assisted-living development on field H1219, a site that sits between Haute Vallée School to the north and the Clos de Vaze housing estate to the south. The scheme comprises 21 two-bedroom houses, 14 three-bedroom houses, ten one-bedroom “extra-care” apartments and 11 two-bedroom “extra-care” apartments, bringing the total to 56 homes.

The site was earmarked by the States Assembly in 2022 for “purpose-built” and “fully accessible” housing, following a proposition brought by Deputy Steve Ahier. All properties have been designed to “accessible and adaptable standards”, exceeding both the recommended minimum planning space standards and Jersey bye-law requirements for accessibility.

## What Has Changed Since the First Application?

Dandara withdrew its initial application in April to work with various parties on refining the plans. The revised submission makes several notable changes. The total number of homes has been reduced from 59 to 56. Properties near the eastern boundary have been lowered in height to reduce their impact on the nearby listed Chestnut Farm, which was the sole objection raised by the Heritage department among the 13 consultee responses to the original application. Nine of those consultees raised no objection, while three requested further information.

The electricity substation has also been moved away from the entrance, and additional planting, a public footpath, shared amenity space and cycle connections have been incorporated. A new vehicle and pedestrian route would allow students to reach school through “landscaped courtyards” rather than the main road, which will no doubt be welcomed by parents who have long regarded school-run traffic as one of Jersey’s more reliably maddening daily experiences.

## The Mobility Hub and Buyer Incentives

One of the more distinctive elements of the revised plans is a mobility hub, developed in partnership with EVie. It would provide an electric van, four micro-vehicle spaces and a wheelchair-accessible vehicle. Dandara would contribute financially towards the wheelchair-accessible vehicle, which the company describes as the first publicly accessible vehicle of its kind in Jersey.

Dandara’s head of design, Adam Swain, said the scheme would offer benefits “above and beyond a traditional housing site”, adding: “We intend to create a community where people of all ages and abilities can belong and thrive, while setting a new benchmark for accessible and adaptable housing in Jersey.”

For buyers, Dandara is offering a £10,000 “adaptation allowance” to eligible Islanders who complete off-plan within the first six months of the marketing launch. This would allow purchasers to work with Dandara’s in-house design team during construction to tailor their homes to their specific needs, such as installing a walk-in shower. The plans remain pending approval, but interested Islanders can contact jerseysales@dandara.com or call 01534 789900.

## The NSFW Perspective

There is a lot to like here, at least on paper. Accessible, adaptable housing for people of all ages and abilities is exactly the sort of development Jersey needs more of, and the fact that Dandara went away, listened to consultees and came back with a genuinely revised scheme rather than simply resubmitting the same plans with a fresh coat of paint is encouraging. The Heritage department’s concern about Chestnut Farm appears to have been taken seriously, which is more than can be said for some planning processes on this island.

The mobility hub is an interesting touch. A wheelchair-accessible vehicle available to the public would be a genuine first for Jersey, and if it works as described, it could set a useful precedent for future developments. Whether the planning process moves swiftly enough to match the ambition of the scheme remains, as ever, the open question.
